Russia has deployed three warships to Syria with some 360 troops on board, news agencies and the New York Times report. The announced purpose is to deliver supplies to a small Russian naval base there.

This news comes fast on the heels of Kofi Annan’s announced resignation as special UN envoy to Syria. In his resignation he expressed frustration with the UN Security Council’s failure to agree on plans to pressure both sides to stop the fighting. Russia is a permanent member of the Security Council.

The UN General Assembly is expected to pass a resolution denouncing the violence. But the resolution would be non-binding.
